Why Can't I Write a Video to the Web Server Running on Windows 2003 Server

I have some codes where user can upload video files to the server. The whole process goes through but i can’t write that to the "videos" folder. This folder is under the root and i gave full permissions to it. Do you know what can be the issue? I have no clue about it.
